## Police Buyer Detection

Filter by `buyer.name` containing:
- `Police`, `Constabulary`, `PCC`, `OPCC`, `Commissioner`
- `BlueLight`, `MOPAC`, `NCA`, `British Transport Police`

Build a canonical buyer table mapping variants:
- "Police and Crime Commissioner for Sussex" → `FORCE_SUSSEX`
- "Chief Constable of Sussex" → `FORCE_SUSSEX`
